
The holiday spirit is felt in eve ry corner of Pudtol as the Local Government Unit (LGU), under the visionary leadership of Atty. Edmar D. Pascua, spearheads the EDP Serbisyo Caravan: Outreach Program. This massive municipal-wide initiative aims to ensure that the joy of Christmas reaches every home, emphasizing a policy of total inclusivity where no family is left out of the seasonal festivities.
The success of this mission is a testament to the seamless collaboration between the Provincial and Local governments. The LGU of Pudtol extends its heartfelt gratitude to the Provincial Local Government Unit (PLGU) of Apayao, led by the Provincial Governor Hon. Elias C. Bulut, Jr. with Vice Governor Hon. Kyle Mariah Chelsea Bulut-Cunan, and Board Members Hon. Hector Reuel D. Pascua and Hon. Ricky Laoat, for providing a significant portion of the Pamaskong Handog. In a move to ensure that every resident is included, Atty. Pascua mandated that the LGU Pudtol cover all households not reached by the provincial allocation. This “gap-bridging” strategy ensures that whether a family is in the town center or the most remote sitio, a Noche Buena package is waiting for them.
The caravan is more than just a gift-giving activity; it is a mobile hub of essential government services. During the stops in Barangays Cacalaggan, Aga, Aurora, and Lt. Balag, the LGU brought the municipal hall to the people. The Municipal Health Office provided free medical check-ups and medicines, while the Municipal Civil Registry facilitated the issuance of vital certificates. To ease the financial burden on residents, the Municipal Treasury Office offered consultations on tax incentives. Meanwhile, the Municipal Office of Agricultural Services distributed seeds and seedlings to support local farmers. A beautiful display of community spirit was also seen through the LDRRMO and MSWDO, which distributed hygiene kits and free clothing items generously donated by LGU employees and kind-hearted community members.
Leading the caravan on the ground are Atty. Edmar D. Pascua, Vice Mayor Teresita A. Bulsao, the complete roster of Sangguniang Bayan Members, and the dedicated Department Heads. Their presence has transformed the program into a heartfelt encounter with the constituents. Following the successful visits to the initial four barangays, the caravan continued its mission through Alem, Poblacion, Amado, San Luis, Emilia, Lydia, San Antonio, and Lower Maton.
The LGU wishes to express its profound gratitude to every department and volunteer involved including the Provincial Government Office, Far North Luzon General Hospital and Training Center, Amma Jadsac District Hospital, Provincial Planning and Development Office, Office of the Sangguniang Panlalawigan and the Office of the Vice Governor.

Even today, December 24, the spirit of service remains tireless as personnel from the Mayor’s Office, LDRRMO, and MSWDO continue the grueling task of repacking and organizing supplies. Their commitment ensures that the upcoming schedules for Brgy. Swan, Upper Maton, and Mataguisi remain on track. The LGU expresses its deepest thanks to these employees who have set aside their own holiday preparations to serve their fellow Pudtoleneans. Through the EDP Serbisyo Caravan, the local government proves that in Pudtol, Christmas is truly a time for everyone to be remembered, cared for, and cherished.
