





The Committee on Agriculture of the Sangguniang Bayan of Pudtol conducted a committee hearing on January 16, 2026, at the ECB Jr. Clubhouse and Multi-Purpose Building, Pudtol, Apayao. The committee hearing was presided over by Sangguniang Bayan Member Hon. Ma. Mina Grace A. Sangil, Chairperson of the Committee on Agriculture, with the full support of Vice Mayor Hon. Teresita A. Bulsao, highlighting the strong legislative backing for programs that promote agricultural development and farmers’ welfare in the municipality.
The hearing focused on the proposed ordinance institutionalizing the Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita (KADIWA) ng Pangulo Program in the Municipality of Pudtol. The proposed measure aims to empower local producers, strengthen market access, and enhance the socio-economic welfare of the community by reducing multiple market layers and allowing producers to earn higher incomes.
Also in attendance were members of the Sangguniang Bayan, including Hon. Russell V. Galut, Vice Chairperson of the Committee on Agriculture, and committee members Hon. Efleda A. Garde and Hon. Loreto C. Pascua, who actively participated in the discussion and deliberation of the proposed ordinance. The Municipal Agriculturist Ms. Marivic Lagmay, Business Permit and Licensing Officer Ms. Jenny Mae S. Padre, and Ms. Gigiette Wamil of the Municipal Treasury Office, along with barangay officials and other concerned stakeholders, were likewise present to provide valuable inputs and express their support for the initiative.
The hearing highlighted the shared commitment of the local legislative body to advancing inclusive and sustainable agricultural programs, with Atty. Edmar D. Pascua providing guidance to ensure that farmers, local producers and consumers in the Municipality of Pudtol gain meaningful and lasting benefits.
The Committee on Agriculture assured that recommendations raised during the hearing will be carefully considered to further strengthen the proposed ordinance prior to its submission for plenary deliberation.
