LOOK | The Municipal Government of Pudtol conducted a Basic Incident Command System (ICS) Training from January 27 to 29, 2026, at Villa Saturnina Resort, Sta. Ana, Cagayan, as part of its continuing efforts to strengthen disaster preparedness and response mechanisms in the municipality. The three-day training was organized through the Pudtol Local Disaster Risk Reduction and Management Office (LDRRMO) led by LDRRMO II Katrina Q. Visitacion with the full support of Hon. Edmar D. Pascua, J.D., Municipal Mayor.
The activity was participated in by 33 participants, composed of selected LGU personnel, Disaster Risk Reduction and Management (DRRM) Coordinators, School Heads, teachers, and Non-teaching Personnel from the Pudtol District, along with members of the Sangguniang Bayan. Among those present were Vice Mayor Hon. Teresita A. Bulsao and Hon. Efleda A. Garde, together with Secretary to the Sangguniang Bayan Mr. Riel C. Pascua, reflecting strong legislative support for disaster preparedness initiatives.
The training was facilitated by disaster risk reduction experts from various agencies. Engr. Irwin Clave C. Balay-as of the Office of Civil Defense–Cordillera Administrative Region (OCD-CAR) and Mr. Joey Paul B. Alcantara. They were joined by LDRRMO II Ms. Katrina Q. Visitacion, Mr. Jomar Bragas, MDRRMO of Luna, Ms. Josephine Ulayan from the Provincial DRRMO, and Mr. Albert Bacuyag, MDRRMO of Conner, who shared practical experiences and contextualized the application of ICS at the local level.
Throughout the three-day training, participants were guided through essential ICS modules, including the Philippine DRRM system, organization and staffing, incident and event assessment, resource management, incident action planning, operational period briefings, and the proper transfer of command and demobilization. Post-tests and training evaluations were conducted to measure learning outcomes and ensure that participants gained both knowledge and practical skills applicable during emergencies.
Through this capacity-building initiative, Pudtol continues to strengthen inter-agency coordination and institutional readiness, ensuring that local responders and partners are equipped with standardized systems and competencies crucial in managing disasters and emergency situations effectively.
